ملخّصُ البحث

اكتسب العراق أهمِّيّة كبيرة في السِّياسة البريطانيّة منذ بداية النّشاط البريطانيّ في الخليج العربيّ في الرُّبع الأوّل من القرن التّاسع عشر؛ إذ اتّخذ الاستعمار البريطانيّ أكثر من ستارٍ للسَّيطرة على العراق؛ لما تميَّز به من النّاحية الجغرافيّة والاقتصاديّة، فأجهدتْ بريطانيا نفسها للسّيطرة عليه، فاستغلَّت التّجّار والبحّارة، والدّبلوماسيّين، والقناصل، والسيَّاح، والخبراء اللَّذين كانوا يكتبون التقارير المفصَّلة والدَّقيقة عن العراق، واضعين بذلك أُولى أُسس وقواعد الاحتلال.

ومثلما كانت حماية الهند ضروريّة لبريطانيا، فإنّ تنمية مصالحها في ولاية البصرة كانت ضروريّة أيضاً؛ ولذلك نمت لبريطانيا في العراق مصالح تفوق أيّة دولة أُوربّيّة، وكانت مصالح تجاريّة بالدّرجة الأولى؛ لذلك كانت صادرات العراق لبريطانيا تشكِّل نسبة كبيرة. وكذلك احتكرت السُّفن البريطانيّة نقل تسعة أعشار الحمولات التي مرَّت عَبْر ميناء البصرة عام (1900)، وقدْ حاول البحث تسليط الضّوء على هذه الجوانب.





ABSTRACT

British policy paid keen attention to Iraq since the beginning of British activities in the Arab Gulf in the first quarter of the 19th Century. The British imperialism had a number of justifications to control Iraq for both geographic and economic reasons. To achieve such aims, Britain utilized traders, sailors, diplomats, consuls, tourists, experts, etc, who used to write detailed and accurate reports on Iraq paving the way as such for the occupation of the country.

Just as the protection of India was necessary for Britain, the promotion of its interests in Basra was equally important. Therefore, the British interests in Basra have exceeded those of other Europeans. These interests were primarily commercial. That is why Iraq's exports to Britain constituted a noticeable proportion. Besides, British ships monopolized carrying nine tenths of all cargoes through Basra Port in 1900.
